Annotation: This two-part policy tool is designed to support a facilitated process for state oral health stakeholders to collectively make decisions about priorities based on suggested criteria. It also provides a planning checklist to move forward strategically. Part one assists state oral health programs in assessing opportunities for socio-political, policy, and systems change. It considers scientific data collection, professional judgment, community input, and feasibility in needs assessment and policy development to improve oral health resources and services. Part two focuses on developing policy actions or systems-development plans to take advantage of or create new opportunities to advance the public’s oral health. The guidebook contains a series of templates that can be reproduced and adapted to meet specific project needs. This tool was previously issued as "The policy tool guidebook: Steps for creating a successful oral health policy tool session" (2009).

Annotation: This blog post details policy and programmatic strategies states are implementing to strengthen the perinatal health care system, improve maternal health outcomes, and address disparities, particularly noting that Black women are 2.6 times more likely to die from pregnancy-related causes than White women. Based on an analysis of states’ strategic plans, the key priorities for supporting pregnant and postpartum women include (1) ensuring access to timely and high-quality care, citing examples such as Iowa’s Obstetrics Mobile Simulation Training Program and North Carolina’s Region IV Provider Support Network; (2) developing and sustaining the perinatal workforce, citing examples such as Illinois DocAssist, a free statewide psychiatric access program, and New Jersey’s Maternal and Infant Health Innovation Center; and (3) supporting high-quality care coordination, citing examples such as California’s Enhanced Care Management Birth Equity Population of Focus under CalAIM and Texas’s High-Risk Maternal Care Coordination Services Program.

The report describes the Nevada Oral Health Program and offers information on the Advisory Committee on the State Program for Oral Health (AC4OH) and development of the oral health plan. The burdens of oral disease nationally and in Nevada are discussed, and key findings and priority areas (policy and infrastructure, prevention and screening, access to and quality of oral health care, and workforce capacity) are presented. The report also describes the process that AC4OH will use to implement plan objectives and measure progress toward them.

Annotation: The purpose of this oral health plan is improve the oral health of all Vermonters and, in particular, to move closer to oral health equity in the state. The plan defines health equity, discusses past and ongoing efforts to improve oral health in Vermont, and presents updates from the field. The following plan goals are discussed: increase access to oral health care, expand the dental workforce, expand school-based oral health programs, expand community water fluoridation, enhance oral health surveillance, promote quality-improvement initiatives, and increase the integration of oral health and primary care.

Annotation: This plan focuses on how different factors affect health equity in Texas. The plan contains four sections that examine which population groups are more likely to have poor access to health care, including oral health care. The sections look at the challenges faced by those living in rural areas of the state, mental and behavioral health and the ability of the state’s behavioral health care workforce to address these issues, and the role that telehealth can play in addressing health disparities. Additionally, each section considers how COVID-19 has impacted health care in Texas.

March of Dimes and Simply Strategy. 2019. Embarking on a maternal behavioral health journey. ,

Annotation: This blog posting describes the initial phase of Simply Strategy’s assignment to study the problems associated with gaps in care in maternal behavioral health and develop a state-wide strategic plan in the State of Missouri. The document explains that the methodology utilized journey mapping, typically a consumer tool, to analyze a mother’s interaction with the current health system and identify opportunities for improvement, recognizing that one in seven mothers will experience a behavioral health need. Experts—including diverse professionals from state departments and clinical and community health backgrounds—were invited to strategic planning sessions where three maternal personas were used to illuminate specific issues. This process included a facilitated data-collection exercise with more than 100 public health professionals and clinical providers and over 20 individual depth interviews, resulting in a map that will be detailed in part two of this series
