Annotation: This report describes the conclusions of attendees at a National Invitational Symposium on Urban School Reform, Health, and Safety held in Washington, DC on December 12-13, 1993. The purpose of the symposium was to arrive at some consensus about how health and safety issues can be addressed in an integrated way by urban school districts and communities. The document discusses the connections among health, safety, and education, barriers to success, developing comprehensive reform, handling controversy, model school health and school violence programs, and community roles. Elements of a blueprint for action are presented.

Morra LG. 1994. Special education reform: Districts grapple with inclusion programs. Washington, DC: U.S. General Accounting Office, 10 pp.

Annotation: This report contains the testimony given by Linda G. Morra before the Subcommittee on Select Education and Civil Rights, of the House Committee on Education and Labor. In her testimony, Ms. Morra recounted the experiences of school districts in California, Kentucky, New York, and Vermont. She offered advice on reforming special education programs; and she encouraged developing and following key conditions to address the needs of students with disabilities, involving parents and teachers in inclusion programs, and realizing that inclusion does not work for all students. She also cited several questions that remain unanswered within the context of reforming these education programs.

Annotation: This manual provides communities a guide for reporting educational progress at the community level that will help achieve the National Education Goals by the year 2000. It is designed to help local leaders and interested citizens participate in assessing the progress toward meeting those goals. It suggests a format design incorporating the goals found in the national goals: readiness for school; high school completion; student achievement and citizenship; science and mathematics; adult literacy and lifelong learning; and safe, disciplined, and drug-free schools. The handbook complements the "National Education Goals Report" by encouraging communities to take similar assessments at the local level.

Annotation: This report is part of a series of monthly seminars entitled Family-Centered Social Policy: The Emerging Agenda, conducted by the Family Impact Seminar. The publication provides meeting highlights and a background briefing report. This seminar focused on what is being learned about how to strengthen the family-school partnership and why this is so critical to school reform. Participants focused primarily on the elementary school level.

National Education Goals Panel. 1991-. The national education goals report: Building a nation of learners. Washington, DC: National Education Goals Panel, annual.

Annotation: This annual report presents information on the progress that has been made towards meeting the National Education Goals by the year 2000. It lists specific steps that have been taken to meet the six goals: readiness for school; high school completion; student achievement and citizenship; science and mathematics; adult literacy and lifelong learning; and safe, disciplined, and drug-free schools. It analyzes the federal role in reaching the national education goals, and it includes state indicators on the goals and objectives. For some years the report has been issued in two volumes. A summary of the report is also available; its title varies slightly from year to year. A related title published in 1992 was the National Education Goals Panel's "Handbook for Local Goals Reports."

Committee for Economic Development, Research and Policy Committee. 1991. The unfinished agenda: A new vision for child development and education. New York, NY: Committee for Economic Development, 108 pp.

Annotation: This report presents strategies developed over the last nine years by the Committee for Economic Growth (CED) to improve the educational achievement of all children, particularly the disadvantaged. The report urges the nation to develop a comprehensive and coordinated strategy of human investment, one that redefines education as a process that begins at birth and encompasses all aspects of children's early development, including their physical, social, emotional, and cognitive growth. Subjects discussed include: a new human investment strategy; a comprehensive and coordinated system of child development and education; restructuring the schools for the 21st century; and strategies for creating change in the child development and educational system. CED, an independent research and educational organization of some 250 business leaders and educators, is nonprofit, nonpartisan, and nonpolitical.
