Annotation: This technical report provides guidance to assist state Medicaid staff in effectively administering the Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) program. Based on best practices, barriers to improvement, and strategies for achieving goals as described by state EPSDT coordinators between 2007 and 2009, the report outlines how Medicaid staff can translate the federal EPSDT requirements into their state's Medicaid program policies and operations; coordinate with other state agencies; and help ensure that families, physicians, and other Medicaid providers understand the full scope of the preventive, diagnostic, treatment, care coordination, and support services that are covered by the program. The report identifies eight innovative strategies that states are using to achieve the following EPSDT program goals: (1) providing all children with EPSDT screenings and other preventive care as specified in the state's periodicity schedule; (2) providing all children with access to the diagnostic and treatment services needed to ameliorate or treat conditions; and (3) ensuring the qualify of all EPSDT services provided to children.
