Annotation: This report provides information on the role of Medicaid adult dental benefits during pregnancy and postpartum. It discusses the importance of oral health during these periods, the safety and use of oral health care during pregnancy, and dental coverage for pregnant and postpartum women. A snapshot of dental benefits during pregnancy and postpartum in Virginia, which added an extensive benefit for adults enrolled in Medicaid during pregnancy and 60 days postpartum, is discussed. Information on Maryland and Tennessee, which have extended the Medicaid coverage period to 12 months postpartum, is also included.

Included are selected demographic and socioeconomic characteristics of CYSHCN (Ages 0-17); their health status, use of care, and quality of care according to insurance status; and the percentage of CYSHCN in each state and the source of their health insurance coverage (Medicaid, private only, or both).

The brief outlines the need to strengthen risk-appropriate care in rural and urban areas; improve quality of care provided to pregnant and postpartum women with or at risk for hypertensive disorders of pregnancy; expand capacity to screen, assess, treat, and refer for maternal depression and related behavioral disorders; and Integrate behavioral health supports in community settings. Evidence-informed strategies for improvement, criteria for states to consider when developing strategies, and additional resources are included. Statistics on the percentage of women ages 15-49 with health insurance (by source of coverage); percent of Medicaid coverage by race/ethnicity; and births covered by Medicaid are also provided.

The survey asked state Medicaid agency leaders about Medicaid policies related to screenings and services designed to identify, prevent, and treat infant-early childhood mental health problems. The results and recommendations presented in this report can help mental health and early childhood leaders take stock of current Medicaid policies and their potential to support infant-early childhood mental health.

Also provided are estimated savings from reinstating the benefits as well as information about the association between poor oral health and several chronic conditions and other negative health outcomes.
