Annotation: This document discusses the need for national reform in the area of essential mental health services and benefits from a nursing perspective. The publication advocates comprehensive community-based mental health care, with an emphasis on utilizing a variety of mental health professionals, particularly psychiatric mental health nurses. Recommendations for specific principles to be incorporated into any mental health reform are included. The appendices include definitions and characteristics of adult and child risk groups as well as a selective review of psychiatric nursing research.
