Annotation: This report discusses delays and problems associated with the expansion of the California Medicaid managed care program, Medi-Cal. Prepared in response to a Congressional request, the report follows up on an earlier report concerning the state's Medicaid program; discusses the implementation status of California's managed care expansion, including the causes of the delays; assesses the degree to which the state's efforts to educate beneficiaries about managed care options and enroll them in managed care have encouraged beneficiaries to chose a plan; evaluates the education and enrollment process for the new program; and makes an initial assessment of the impact of the managed care expansion on the current safety-net providers, such as community health centers, that serve low-income beneficiaries. The findings of the report were produced through interviews with state health officials, California's Department of Health Services enrollment brokers, managed care plans and advocacy groups, and officials at the Health Care Financing Administration (HCFA) of the U.S. Department of Health and Human Services. The report includes references.

Annotation: This research paper is a report on a Medicaid cost containment program in Wisconsin under which recipients of Aid to Families with Dependent Children are required to enroll in health maintenance organizations (HMO) to receive Medicaid health care services. The paper assesses the effect of this Preferred Enrollment Initiative (PEI) on access to quality health care for low-income mothers and children. A review of the positive developments and the problems with the program are covered.
