It is organized by kind of program: maternal and child health programs of significant investments ( one billion or more, or managed by the Maternal and Child Health Bureau); health care; populations (age, diagnosis related, homeless, Native Americans, refugees and migrants); community development; and training and infrastructure (research and technical assistance). Each entry includes information about objectives of the program, types of assistance, and obligations (budgeted amounts). An alphabetical index of program names is included. Annotation: This conference was convened in response to Congressional efforts to control rising hospital costs through incentives within the payment mechanism. It was held in Alexandria, VA, on June 14-15, 1984. Because pediatric hospital care differs greatly from that of adults, incentives in a payment system for child health care need to make allowances for such specialized care. Topics covered during the conference included diagnosis related groups and the effect of the prospective payment system from the perspective of various health professionals. Annotation: This technical memorandum reviews and evaluates alternative approaches to case-mix measurement for Medicare payment purposes; analyzes the incentives for hospitals to use medical technologies under a prospective per-case payment system based on diagnostic related groups (DRGs); discusses the effects of DRG payment on technological change in medicine; briefly describes implementation issues regarding data and administration; and summarizes the conclusions reached.
