This report presents the results of an assessment of the Early and Periodic Screening, Diagnostic and Treatment (EPSDT) dental services program. The report indicates reasons why many children are not receiving the oral health care they need and reviews various state initiatives to improve access and utilization. Included in the report is background information on EPSDT and the goals of Oral Health 2000, a component of Healthy People 2000. The report describes the evaluation methodology, presents its findings, and includes recommendations for future modifications.

It covers the basics of EPSDT, educating organization staff, recruiting a provider, obtaining a screening contract with the state, legal framewok and organization, the content of the screening package, location, equipment, training, outreach, follow-up and record-keeping, legal issues, costs, and WIC.

This report describes a study by the Southern Governmental Monitoring Project that examined the implementation of EPSDT in 23 communities in the eleven southern states since it was authorized in 1967. Recommendations for improvement are included.

This paper, presented at the 1972 annual meeting of the American Public Health Association, examines the extent to which federal regulations pertaining to early and periodic screening, diagnosis, and treatment of individuals under 21 years of age provided for by a state plan for medical assistance under Title 19 have been implemented; designates areas of care where considerable progress has been made; and identifies those areas of care requiring additional emphasis. The data for this study was provided by a survey form sent to state commissioners of welfare, state directors of maternal and child health, and Crippled Children's Programs.
