This report is the study of the oral health care component of Medicaid programs in a sample of seven states to answer whether basic oral health services are provided and whether programs impose barriers that restrict eligible children's access to these services. The scope of this study is purposely narrow, focusing on only a small part of the health care system and only a handful of the population it serves. The report presents two topics of concern, which are Medicaid and the Early and Periodic Screening, Diagnostic and Treatment (EPSDT) programs and barriers to oral health care under Medicaid and EPSDT.

After providing a general overview of EPSDT and oral health for children from families with low incomes, the report examines the feasibility of using dentists and dental hygienists as primary care health professionals and recommends policy changes to increase the role of oral health professionals in primary care.
