This report describes a project to (1) assist the Iowa Department of Human Services in providing access to dental care for Title XIX recipients, (2) evaluate aspects of the Title XIX dental program in Iowa, and (3) develop a series of policy options for improving the program. The report includes a detailed discussion of the Early and Periodic Screening, Diagnostic and Treatment (EPSDT) Dental Registry of Title XIX participating dentists, and information on educating Iowa dentists and physicians about the oral health component of the EPSDT Care for Kids program; the utilization of dental services by Title XIX–enrolled children ages 5 years and under; attitudes about and participation of Iowa dentists in the Title XIX program and factors affecting their participation; fees reimbursed by the Title XIX program compared to fees of Iowa private practice dentists; and policy options for improving the Title XIX dental program.

This report explains the methodology and results of a study of the impact of Medicaid managed care on access to oral health care for children under the Early and Periodic Screening, Diagnostic and Treatment (EPSDT) program in Connecticut. The study sample included 87, 181 children. Results were evaluated both qualitatively and quantitatively. Statistical tables and references are included at the end of the report.

This report presents the results of an assessment of the Early and Periodic Screening, Diagnostic and Treatment (EPSDT) dental services program. The report indicates reasons why many children are not receiving the oral health care they need and reviews various state initiatives to improve access and utilization. Included in the report is background information on EPSDT and the goals of Oral Health 2000, a component of Healthy People 2000. The report describes the evaluation methodology, presents its findings, and includes recommendations for future modifications.

This report is the study of the oral health care component of Medicaid programs in a sample of seven states to answer whether basic oral health services are provided and whether programs impose barriers that restrict eligible children's access to these services. The scope of this study is purposely narrow, focusing on only a small part of the health care system and only a handful of the population it serves. The report presents two topics of concern, which are Medicaid and the Early and Periodic Screening, Diagnostic and Treatment (EPSDT) programs and barriers to oral health care under Medicaid and EPSDT.

This report explores the implications of changes mandated by the 1989 Omnibus Budget Reconciliation Act (OBRA '89) for expanding access to oral health services under Early and Periodic Screening, Diagnosis, and Testing (EPSDT). After providing a general overview of EPSDT and oral health for children from families with low incomes, the report examines the feasibility of using dentists and dental hygienists as primary care health professionals and recommends policy changes to increase the role of oral health professionals in primary care.
