This guide describes an Early and Periodic Screening, Diagnosis and Treatment (EPSDT) subssystem for the Medicare Management Information System (MMIS) designed to cover the many EPSDT program functions that are different than those of Medicare. It includes the general system plan, an implementation plan, a training guide outline, and a user manual outline. Introductory information includes an executive summary of a system developed for California's Child Health and Disability Prevention Program and a summary of an assessment of the Iowa, Missouri, Oklahoma and Virginia EPSDT subsystems.

It covers elements of training, organization, casefinding and outreach, screening tests, case management, and evaluation. Appendices include a glossary, suggested training schedule, and a bibliography.

This report, written for the Georgia Department of Medical Assistance, examines the implementation of the plan of action detailed in *An Assessment and Action Plan to Improve Medicaid Eligibility, Outreach, and Perinatal Case Management Services, * a previous work by the author. The reports covers the accomplishments made at the state and local levels. State-level accomplishments were achieved in the following areas: streamlining establishment of eligibility, developing outreach materials and training, establishing a Perinatal Case Management Work Group, increasing availability of transportation, assessing pediatric advice lines, and increasing EPSDT participation. Local levels achieved similar improvements and also upgraded service delivery. A table shows the status of efforts to meet specific objectives laid out in the original plan. Also included are sample state and county forms used in the intake process.

    This manual provides a reference guide to implementing a health screening program for children in the community. It is written for community groups, community development corporations, legal assistance persons, providers, and others to help them foster progress in meeting the health needs of impoverished children and establish a community-based program that offers economic potential. It covers the basics of EPSDT, educating organization staff, recruiting a provider, obtaining a screening contract with the state, legal framewok and organization, the content of the screening package, location, equipment, training, outreach, follow-up and record-keeping, legal issues, costs, and WIC.

    This trainer's guide supplements the self-instructional manual on the same topic. It gives tips on customizing the manual to the state in which the training is taking place and in planning activities to enhance the manual such as guest speakers, field trips, role-playing exercises, and vignettes of how children with un-corrected health problems may be affected later in life. It also describes keeping track of how many workers receive training.
