This white paper is based on an October 18, 1995, meeting held in Washington, D.C., of federal and state health officials and health plan representatives. The meeting focused on the delivery of quality health services to children through the Early and Periodic Screening, Diagnostic and Treatment (EPSDT) program as principles of Medicaid managed care are applied to them. The report describes the attributes of EPSDT and Medicaid managed care and identifies areas of concern where they overlap. Included in the report are perspectives from the U.S. Health Care Financing Administration, state governments, and health plans on the delivery of EPSDT services. The focus is on developing systems to collect data and assure the delivery of quality services.

This report describes the results of a three-year project to: (1) conduct an Early and Periodic Screening, Diagnosis and Treatment (EPSDT) medical (including dental) and developmental (intellectual functioning, visual-motor perception, English language facility, and emotional adjustment) screening demonstration of school children in the New Mexico Checkerboard Area; (2) design and implement a computerized information retrieval system to be applied to the results of the demonstration; (3) to describe and analyze the results of this retrieval process; and (4) to apply an economic cost analysis to the results.

This report describes the Child Health Evaluation and Care (CHEC) Plan for expansion. This program is Utah's version of the federally mandated Early Periodic Screening Diagnosis and Treatment Program (EPSDT). The major objectives of the program are to: provide an accessible, comprehensive screening program; ensure that children who have health problems found at screening receive the necessary diagnostic and treatment services; coordinate care to families of children who need multiple specialized services over an extended period of time; provide consumer education to parents; to conduct effective outreach/education activities; provide assistance to families in making medical and dental appointments and in obtaining needed transportation; utilize a case management and reporting system which provides necessary program documentation and data for program evaluation.

This report explains the methodology and results of a study of the impact of Medicaid managed care on access to oral health care for children under the Early and Periodic Screening, Diagnostic and Treatment (EPSDT) program in Connecticut. The study sample included 87, 181 children. Results were evaluated both qualitatively and quantitatively. Statistical tables and references are included at the end of the report.

This report presents the results of an assessment of the Early and Periodic Screening, Diagnostic and Treatment (EPSDT) dental services program. The report indicates reasons why many children are not receiving the oral health care they need and reviews various state initiatives to improve access and utilization. Included in the report is background information on EPSDT and the goals of Oral Health 2000, a component of Healthy People 2000. The report describes the evaluation methodology, presents its findings, and includes recommendations for future modifications.

This report is the study of the oral health care component of Medicaid programs in a sample of seven states to answer whether basic oral health services are provided and whether programs impose barriers that restrict eligible children's access to these services. The scope of this study is purposely narrow, focusing on only a small part of the health care system and only a handful of the population it serves. The report presents two topics of concern, which are Medicaid and the Early and Periodic Screening, Diagnostic and Treatment (EPSDT) programs and barriers to oral health care under Medicaid and EPSDT.

This report looks at the barriers to children and pregnant women in Colorado to their enrollment in Medicaid for preventive health services and what can be done to remove those barriers. After a brief discussion of Medicaid, it looks at the barriers of enrollment, EPSDT participation, and physician participation and presents recommendations for each. The report then presents an action plan for comprehensive coverage.
